I have the honour to acknowledge the
receipt of your telegram No.15 dated the 19th June,
in which you say that the Chinese Government's former
telegraph agent in Hong Kong, Chiang Hsiao-lu, who is
a Kwangsi man, refuses to hand over to Hu Mien, the
new appointee, and that the Chinese Minister for
Foreign Affairs asks whether I can assist in this
Mattery and at least see that, if Mr. Chiang does
not hand over, he does not exercise his functions.
2. The facts of the 12se are by no means in
accordance with the representations apparently made
to you by the Chinese Minister for Foreign Affairs.
You will know from Mr. V.T.Southorn's seoret
despatch to the Secretary of State for the Colonies,
dated the 20th July, 1928, a copy of which was
forwarded to you at the time, that, under
instructions from the Canton Government, Mr. Kong Biu-
lou (
Chiang Hsiao-lu) took up the post
of Superintendent of the Chinese Telegraph Office in
Hong Kong on the 29th June, 1928; and, on reference to
His Britannic Majesty's Minister,
PEKING.
